Simply the census is NOT a count of citizens, it is a count of people, Citizens, and those that are not citizens, regardless of if they have a green card or not. That is what is spelled out in the constitution, a count of the number of people. If you want a count  of only citizens then the constitution authorizing the count has to be changed, or make another law for a separate count.

The census is a count of legal residents in the US. Most are citizens while some are green card holders, but they are all legal residents. There shouldn't be any illegal residents on US soil.

That is not what the wording says. It says the Us shall hold a count of the population every 10 years. There is no "shouldn't" it is count of people. 

If you want something different, then start and fund another count. The one that is spelled out is a count of the population.

 You want a different count, I get that. Then create the law and provide the funds to do that.
