That is what is spelled out in the constitution, a count of the number of people. Most are citizens while some are green card holders, but they are all legal residents. There shouldn't be any illegal residents on US soil. There is no "shouldn't" it is count of people. If you want something different, then start and fund another count. The one that is spelled out is a count of the population.
