They belong to a local trah guy that went out of business a few years ago. They were stored at a lot he owned and the yuppies that lived nearby kicked and screamed and basically threw a tantrum until he took them off the property that HE owned LONG BEFORE they moved in. I went and got antique insurance and tags on all of them. Some were barely above scrap. 100% Legal and code enforcement and the yuppies could not do squat. Aside from the antique insurances small bill, the plates are life time in N.Y.S. The initial $4000 for the plates is/ was well worth it just to see the neighbors sour pusses. One farm turned their old Power Wagon into a fountain. I still remember that picture of him with the suit on. Friend on FB sent me a link the other day showing a 50's Chevy truck with tailgate down and water running out. Same kinda thing as that Dodge.
