One looks like a normal hydrant while the other could possibly be a high pressure or high flow. just an observation on my part, mainly cause we know engineers never screw up. An older hydrant was there and the new one is to the tower. I still can't figure because the water tower is tied to the main line! Look in the ambulance mirror, there is a nursing home at the end of the street, and maybe 2 houses in front of the ambulance,water overkill for the area.
