Replacing fuel filter on 1955 B61 diesel

possible for a little more history on this unit ?? hasn't run in yrs/ have been having fuel problems /  etc .. see it listed in fire apparatus. this is a fire unit  .runs rough and getting it ready for parade season ???  if the filters fuel is black smells like varnish   I would  think the fuel tank(s) need a flushing/ cleaning also.

I wouldn't think twice about draining system completely and start all new fuel. cost of the new fuel has to be way lower then tow charge when it quits running on highway. which you would be buying all new fuel after anyhow.  have to;; use a 5 gallon can strapped to fender with line to eng to run unit. crud in filter housing indicates the tank condition sometimes ..
