That has to be the last city service truck built in the US. I never would have thought any department would still operate a city service, much less buy a new one, since the 1950's.

Not even close!  Cary purchased their last CST in 2008.

Why? Is the station roof too low to house an aerial? I can't believe they have the staffing to throw 35 or 50 foot ground ladders in place of an aerial device.

It's more about need and expense.  They have three 100' aerials in service, but the CST's were used in residential areas that did not require an aerial.  At one time, they had three CST's in service, but all are being replaced by heavy rescues.  Staffing remains the same (4/unit), but they don't throw as many ladders as they used to.  Cary FD operates from 9 stations.
