85' R Model - no charge after start

I have a 1985 R Model Chassis with a rescue truck body on it. When the truck is first started the amp meter shows 12V and stays that way until the engine hits 1500 rpm. After that the meter shows 14V with no problems. The original owner told me that the truck was this way from new. Is this normal? If not, any suggestions on what to look for to correct the issue?

Revving the engine excites the regulator, essentially kicking in the alternator. Pulley diameter has a lot to do with what rpm it takes to do this. The reason for this, I think, is to keep the regulator from draining the batteries when the engine is not running. Don't quote me on that, not real sure. It sounds good though
