shut the engine, remove the intake on the air comp head and spray some penetrating oil in the ports and start the engine with the intake off. it may have sticking unloader valves. you can spray a little shot while running it, but just spray small shots, not a steady stream. 

 

 D-2 Gov's are cheap, so you may need one if it is sticking as well.

Replace the gov, Unloader only gets air from the gov. Had it happen many times with stuff that sits.

If compressor valves are stuck in the unloaded position it will not build air at all.
