Click on it and you can create a new pm and see your old pm's from there. I think the private notifications you mean are just an automatic alert from the web page letting you know that someone quoted you or liked a post you made. I think the "bell" icon is notifications that someone quoted you or replied to one of your posts. The envelope icon is to initiate or review your PMs. I guess other peoples screens look different from mine for reasons I don't really understand. Hope this helps.
