I have a f700 with a E6 315 2 valve engine.   The fuel rack seems to be stuck wide open.   The fuel cut off does not work

its a bosh pump 9-400-231-051.    Also part number 6p036 among others. 
 

The fuel rack does not have an access plate.  There is a cover on the rear and top of the governor but neither gives much access to the internals.

Any ideas how to free this thing up?  

suggestions on shops that could rebuild it?

Should be a cap engine side front you may be able to grt at the rack end from there! Be gentle!

There was a plug on the side of the pump that was removed with a 12 mm socket.   Sprayed pb blaster up into the rack.   The back of the pump has an access cover I took off and was able and sprayed pb plaster in and work a rod back and forth.   
 

the main fix seemed to be taking another cover off the front of the pump.  There was a rod in there I sprayed with pb and then took a screw driver and pushed  the rod back.  It made a clicking sound.    The fuel shut off starting  moving fully.    
 

‘Started it up and it began to idle well and the shutoff worked.
