should the clutch itself move by hand lm having minimal help on this truck and have to use google to try and answer questions

External..  likely a Sanden pump. Have you looked at the binary switch on the receiver dryer? They can get loose at the plug and cause issues, similar to Freightliners of that era. Turn the A/C on and gently wiggle that plug.. see if the pump kicks on. 

the pump is kicking on i do know that but like i said i’ve been having minimal help with this truck and there’s only 2 of us for the company to work on equipment 

Lets start with the basics: What are the high and low side pressures with the system running? What is the air temp just in front of the condenser? What is the temp coming out the center vent?

There is a lot more to it, but at least this will be a start.

A clogged cabin air filter can cause low air flow, and reduced cooling.

It's in the dash. I'm a little embarrassed to say I can't remember if it's behind the cover in front of the passenger seat or if it's further to the left behind the panel with the cup holders. It's easy enough to miss. There'll be a latch that you squeeze with your fingers to open it. It'll be about ten by ten inch and when it's new it'll resemble a Scotchbrite pad ( but bigger )  if it's dirty, it won't look anything like a Scotchbrite. More like broom finished concrete.
