2002 E7 427 help!

Guys, I'm new to the site and in need of some help. Have a 2002 CH613 with the 427 engine. I believe it is the Etech, someone correct me if I'm wrong. Love the truck but power seems to be intermittent almost to the point to where it doesn't seem to be fueling. Normally I can lift off the pedal and back on and the power will come back. I was told it could be an 'fuel saver' program in the ecm due to the fact it was a fleet truck. Local mack dealer says there are no codes related to low power, cost me $300 to find that out. I'm fairly mechanically inclined, have lots of experience on 5.9 cummins. Heard the plastic fuel pump gears give issues. Pretty much attribute this to a fuel problem being that it isnt a constant problem. Any advice greatly appreciated

So You need to install a fuel pressure Gauge  to find out OR replace the transfer pump! There is a fuel gallery  plug on the front of the block just above the crank case canister  lid you need to remove the lid to get to it! Fuel pressure can be between 60 - 100 no lower than 60

I replaced filters yesterday, no change. Truck was checked out by local dealer and said nothing seemed wrong. But there is definitely something off with it, certain times it just feels dead at takeoff. Even when it feels like it's fueling at the full rate, the truck seems a bit weak to me. Boost gauge will be easy to hook up. I noticed several 1/8" plugs along the side of the block. I was thinking of just t-ing into the fuel line for a pressure gauge.  I've also read on here about ecm updates that effect throttle response.....I assume buy fueling at lower boost levels. Ive only grossed 60,000 or less. Can't imagine what it would feel like at 80,000 or more.
