There is a fuel gallery plug behind the front cover that can leak. I have posted a few times on this subject. 

The rough idle may be the pressure regulator. My guess is it idles at 625 rpm's and it surges to about 650.  Up and down continuously..

when the front cover is off, the plugs are over to the left when looking at the front of the engine. they are 1/4'' npt. theres 2 of them. you can see the top one behind the overboard breather, the other is 1 '' below it. . fuel pressure is between 60 and 80 psi, however that year may require a 100 psi regulator. It is found coming out of the block below the #4 eup. yours will be a 45 degree fitting with a #6 braided hose and possibly a 1/4'' plastic return coming off of it. that is the return side of the fuel galleries

It could be.  One way we would check the regulator without a gauge was to squeeze the braided hose with pliers to see if the idle smooths out.  Of course if the line is old and stiff, you run the risk of breaking the hose internally.. I expect some disagreement on that last part.. 🍻
