What year, engine, etc. Are you sure they aren't in derate or PTO mode.

if you use the electronic hand throttle on some of the newer ones, touching the brakes or clutch deactivates the higher idle, but not turning off the cruise switch can limit engine rpm and engine brake until the switch is off.....

Lack of planning on your part does not constitute an emergency on my part....

If its several 08-12 models and they don't have a fault light on the dash they're set that way in the ecm. Like stated above you can set them for progressive shifting and make a driver drive the way you want.
