can anyone tell me if a rear that has low gear oil ,i mean almost empty and one over filled would cause trans and both rears to go bad and also damage the rear motor seal to start leaking .

Did you just purchase the truck? If the one rear was low..... could the trans been low also (at one time)? I've had rears go low (and wreck themselves) but usually it didn't "sneak" the damage any further up the drive line. I suspect it is just coincidence....

AND the result of a very poor or non existent maintenance program.

Highly unlikly ! As HK said More a (Prevent) maintanance program problem.
