Cummins PT fuel shut off

I'm trying to cifer the wiring circus in the engine compartment related to the fuel shut off on the PT pump. I have one wire hooked to the pump that goes to the alternator. Along the line it is stripped of insulation and has another wire "wrapped" around it for a splice and going inside the cab under the dash(I'm assuming to the key switch). There is another terminal on the fuel soleniod that doesn't have anything hooked to it. Does this thing ground internally through the case and I just need to supply it with 12v?

Dover, it should only have 1 12v wire from the switched side of the key, like Bob said. Someone probably broke the wire from the switch and was too lazy to pull the switch and replace it, or could figure it out so just tied another hot wire to it. Either way.. fix as described. There is a thumbscrew facing the fan, to manually override it when they fail. btw, make sure you dont hook it to the ACCessory side of the switch, or it will be on when it shouldnt, and burn out earlier...

My assumption was a single hot from the key, but the presence of a SP switch and positive ground has boggled my mind, and I am fairly confortable with 12v electronics.
