When i let my foot off the gas to let the jake kick in I have a dead short somewhere I have ruled out it being the jake solonoids is there any other place where it could be rubbed through? And also when the jake is on my volt meter drops to about 13 volts from 14. Any help would be appreceated

The clips going into the valve covers are good and I tried different relays and they all do the same thing. If I jump a wire from a hot 12 volt to the panel where the relay is it just sparks indicating a dead short right? But I wouldn't think the wire going to the jake on the valve covers is thick enough to cause this much power loss. Could I have a ground problem?
