Brakes seize while still cold, normal after pumping them or warm MS200P

Hi guys, I have a 1980 MS200P Midliner 

Realize it's the air/hydraulic system I have.  My problem is that the brakes are super sensitive when I first drive the truck. Then, after breaking them in, everything works just fine!

Someone told me it might be the treadle valve but any one experience the same issue  ? ???
