Rear Axle Weight Capacity And Vintage, Anyone Know ?

My R686ST was converted to a single axle dump, the numbers on the right rear axle tube (as best as I can make out) are FA49343P13 D23C. It has 6 whole/stud axle flanges. Can anyone shed light on its weight capacity? And what years it might have been made? It has stamped brake shoe tables if that matters.
