Are there any other fuses or relays somewhere else? Or any inline fuses? 

do you have any idea why I cant connect a scan tool to it? and the blink code doesn't work

its getting power on both sides with the key on. and what do u mean both ecm's? theres only one.

i have a 1996 mack ch613 with a e7, I went to a fuel station to fuel up and when I went to turn it on it wouldn't start. it cranks but wont start and when I plug in the scan tool it wont communicate as if its not getting ignition power, put a brand new ecm and still nothing. it does start with starting fluid but dies right away, all fuses are good, cant seem to find the power relay to make sure that's all good, checked all the wiring from all sensors to the computer and all of them are good. if anyone can help that would be much appreciated.
