Overheating and emission issue

3-4 times this issue has occurred, local dealer no help - only provides temporary fix.
Mack truck overheating
March 31 backed in to unload, high temp light came on. Pulled designated PTO and 30 sec in engine shut down to save motor. Fan wasn't on high - should have been. After taking to our company garage we called outside garage and they recommended towing it to their shop. They called and said it would be ok drive their but we had it towed to be cautious.
The truck was also experiencing park regan problems day before. Exhaust temp wouldn't reach over 600 degrees but needs to 1200 to regan.
The outside garage worked on regan issue - they diagnosed as "clogged radiator. Lead to whole new fan job being done on truck.
Truck still ran at 200 degrees - fan still not kicking in high. The outside shop was going to install override switch but didn't follow through. Called outside shop again but shop said it was a clogged radiator issue. But they replaced so how could it be the same issue??
