VMAC3 crank no start

Trying to help a friend with a 1999 or 2,000 CH600. Believe it is a VMAC 3. E7-355/380. Has the individual cam driven injector modules with the little 2 wire solenoid. They are pulsing but we believe they are getting weak signal. 19 volts at the solenoid is highest voltage we’ve seen. Getting fuel to them. Cranks and even smokes some like it wants to start but it won’t hit. Checked connectors around there and the ecm. Swapped an ecm from a same year E7 460 that’s there. No luck. Any knowledge would be appreciated because I’m out of my league. Lol

Check the ECM fuse, not sure what fuse position it is or if it's under hood or in dash. On my MR688 it's fuse position 41 or 42? 

Is this a truck he's been using and quit or one he picked up and is trying to get running?

Other recommendation is check batteries. ECM powers off if battery voltage drops, and cranking will do that to weak batteries.

There are 2 grounds for the engine harness bolted to the block in front of the starter. Check that bolt for rust and being loose.  If it fails, it will cause the issue you have
