Electrical Short no instruments or throttle

Working on a truck, battery cable hit the frame, truck completely shutdown.   Found short and repaired, now will not start by key switch, instruments not working or no throttle.  Have checked all fuses and relays and installed a new VECU.  Truck will start by jumping solenoid though.  Any thoughts?
