Slack Adjusters

I am working on a CH model rear brakes. A previous repair was made where the rear rear axle was replaced. The replacement axle is different from the front rear axle. Both axles have 6" slacks although the rear axle is made for 7" slacks. The previous shop elongated the hole in the chamber where the push rod goes through and hammered in the clevis pin. The brakes wouldn't release on this axle. My question is if 6" slacks are on the front axle and 7" slacks on the rear axle, I believe the brakes won't  apply evenly. All chambers will travel the same distance however the 6" slacks will travel less to apply the brakes verses the 7" slacks. Can anyone verify my theory?
