Air tailgate problems

So i'm new to the heavy truck scene and have recently purchased a 2000 RD688s. E7 460 with 13 speed maxi. So among all the little issues i've been addressing, i've been messing around with the air tailgate and found out it only opens. Does not close unless I engage the air valve close and actually remove the rear most air line from the actuator. So my questions is what are the troubleshooting guidelines for this particular issue? Thanks in advance fellas!!

actuator is messed up. Does it leak air?

I have sprayed PB Blaster and worked it back and forth to get clear.

OR, the diaphragms are boogered and need replaced.

Also some cylinders have a internal spring to assist them to ether extend or retract, be cautious and check the cyl. before disassembly. see if you can by hand extend or retract the ram. if so its safe to disassemble if resistance if felt proceed with caution if you are comfortable working with caged springs, if not have a pro install the kit.

Problem has been solved....air cylinder was definitely on its way out. Also found that the exhaust port on the gate valve (4 way with 5 ports total) was either pinched or plugged not allowing air to exhaust through valve. Valve has 2 ports on one side and 3 on other (aro valve)
