Water temp runs cool

I have a 2006 aset 400hp in a 2007 truck Vision. The water temp runs about 140 driving, it will climb to 200 on a hill, and the fan will work properly when needed, Can it be my thermostats are stuck open, when I idle in cold weather, it gets down to blowing cold air in the cab heater

With 20 degrees out side and 20 min.of idling at 900 rpm it takes my engine with new thermostat about 20 miles to come up to 150 with out a load. The slower timed engines does not warm up as fast as we would like. The electronic engines with a ecm should warm faster than the mechanical engines.
